In September 1939, Nazi officials approved a highly classified plan to forge British currency on a massive scale. The initiative eventually moved to Sachsenhausen concentration camp, where SS Major Bernhard Kruger assembled a team of Jewish prisoners with backgrounds in printing, banking, and art. Operating in total secrecy within isolated barracks, these men were forced to mass-produce nearly flawless five-pound notes. They replicated the pure rag paper, reverse-engineered the alphanumeric serial codes, and meticulously aged the bills by hand to bypass Bank of England security measures.

The counterfeit money soon entered global circulation through a vast smuggling network, successfully purchasing weapons, intelligence, and the rescue of Benito Mussolini. Estimates suggest the factory produced hundreds of millions of pounds, enough that the Bank of England was ultimately forced to redesign its currency. While the operation's scale remains staggering, the survival of the forgers hung on a fragile balance. Their technical perfection kept them alive long enough to be saved by a bureaucratic loophole just days before the end of the war.

The Nazis built a secret money factory inside a death camp. It produced British pounds so perfect they fooled bank experts. The forgers were Jewish prisoners who knew they'd be murdered when the job ended. The money bought spies, weapons, and even helped rescue Mussolini from prison. And enough of it entered circulation that the Bank of England had to redesign its currency. To understand how this happened, we need to go back to September 1939, and a meeting in Berlin that almost nobody knew about. Arthur Naba ran the Central Criminal Police Department of Nazi Germany, and he proposed something that sounds almost childish at first. He proposed that instead of bombing Britain, the Germans should forge its money. Naba wanted 30 billion pounds in counterfeit notes dropped from aircraft over England. The idea was simple enough. If you flooded a country with fake currency, people would lose faith in the real stuff, prices would spin out of control, and shops would refuse to take banknotes The British economy would collapse without a single bomb falling on London. Reinhard Heydrich liked the plan immediately. Joseph Goebbels read the proposal and called it grotesque, though he admitted it had real potential. Walter Funk, the economics minister, objected on the grounds that the scheme would break international law. Hitler listened to the arguments and gave the final approval. The most ambitious counterfeiting operation in history began. What makes this story stranger than almost any other from the war is that it nearly worked. The Germans didn't just dream up the plan and abandon it. They built a factory, they hired experts, they spent years solving technical problems that most governments never considered. And they did it all while the world was burning around them. The story takes us from a meeting room in Berlin to a concentration camp outside the city, from a bank clerk's desk in Morocco to the bottom of an Austrian lake. It involves mathematicians, engravers, smugglers, spies, and prisoners who forged money with the knowledge that their own lives depended on the quality of their work, and it all started with a piece of paper that nobody thought could be copied. British currency in 1939 looked strangely simple. The designs dated back to 1855 and barely changed since then. Printers made the notes from white rag paper with black ink on one side, and in the top left corner sat an engraving of Britannia by Daniel McCliss of the Royal Academy. People called these the white fibers, and they measured about 7 and 11 sixteenths inches by 4 and 11 sixteenths. The Bank of England had never faced a serious forgery, and curator John Keyworth described the notes as technologically very simple. The bank had grown careless after eight decades without a real threat. Each note carried an alphanumeric serial number. The Bank of England recorded every single one in ledgers, and when notes circulated back through the bank, clerks checked the numbers. About 150 minor security marks also appeared on each note, little details that changed between issues. Most people assumed these were printing errors, and the bank did little to correct that impression. The notes also carried watermarks that changed depending on the value and the serial designation. According to the Bank of England Museum, the combination of these features had kept the pound safe from counterfeiters for over 80 years. The Germans studied these marks carefully, but they also noticed something the bank hadn't expected. The security features were so subtle that most bank tellers barely noticed them. The Germans decided to focus on the five-pound note because it was the most common denomination in circulation. A mathematician named Albert Langer and an SD major named Alfred Naujox broke the challenge into three stages. They needed to make identical paper, identical printing plates, and they needed to crack the serial numbering system. Naujox ran the operation from the Technical Department of the Sickerheits dienst, the intelligence service of the SS. Langer handled the mathematical and scientific problems. Together they assembled a team of chemists, engravers, and paper experts in a secure building in Berlin. Samples of British notes went to technical colleges for analysis. The reports came back with one small fact that would shape everything. The paper contained no cellulose. It was pure rag paper, made from old cotton and linen fibers that had been worn, washed, and beaten into pulp. Nodjox and Langer realized they'd have to make the paper by hand. They tested samples at the Hanamula factory and found that new rags produced the wrong color every time. So they used old rags that had been worn and cleaned by ordinary German households, and suddenly the colors matched the British originals. Another problem surfaced though. Under ultraviolet light, the first samples looked dull compared to the genuine notes. Langer figured out that the chemical composition of the water used in papermaking and ink mixing caused the mismatch. He duplicated the chemical balance of British water in his German laboratory, and the colors matched even under UV examination. The engraving of Britannia was the hardest part. German engravers nicknamed it Bloody Britannia because it took seven months of continuous work to reproduce. The image showed the seated figure of Britannia holding a trident and a shield, with a detailed background of ships and maritime symbols. Every line had to be copied exactly, because British banknotes used Intaglio printing, where the ink sits in grooves below the surface of the plate. When they finally finished, they thought they had copied it perfectly. But the eyes in the copy were slightly wrong, a detail that would have been invisible to almost anyone except a trained expert who knew where to look. Langer attacked the serial numbers next. He was a mathematician and codebreaker by training, and he worked with banking experts to examine records of British currency going back 20 years. He reverse engineered the alphanumeric system that generated the serial codes. Historian Peter Bauer believes Langer adapted cryptanalysis techniques, the same methods used to break enemy codes, to predict which numbers and letters the Bank of England would use next. By late 1940, the unit had produced around 3 million pounds in forged notes, though some historians put the figure at 500,000. The difference in estimates suggests how secretive the operation was and how little the Germans recorded. Nowyaks fell out of favor with Reinhard Heydrich, and the counterfeiting unit closed in early 1942. Most of what Operation Andreas produced was never used, and the copper plates sat in storage, waiting for someone with a darker vision to pick them up again. The operation died, but in July 1942, Heinrich Himmler revived it. The original plan had been to drop fake money over Britain and watch the economy burn. Himmler wanted something different. The security services under his control were badly underfunded, and he wanted the counterfeit pounds to finance German intelligence operations around the world. Spies, informants, and bribes all required cash, and the Reichsbank wasn't providing enough. SS Major Bernhard Kruger took over the project. He searched through the old offices left behind by Operation Andreas, and he found the copper engraving plates and the machinery. Some of the wire gauzes used to make watermarks were bent, but the equipment was mostly intact. Kruger paid attention to every detail, and he approached the job with the patience of a factory manager assembling a production line. He visited several concentration camps to find the people he needed. Kruger wasn't looking for strong backs. He wanted draftsmen, engravers, printers, and bankers. He interviewed candidates personally, asking about their former professions and examining their hands for signs of artistic or technical work. Some prisoners had worked in printing houses before the war. Others had been bank clerks or commercial artists. Kruger selected them based on skill, not strength, which was almost unheard of in the camp system. In September 1942, the first 26 prisoners arrived at Sachsenhausen. Eighty more followed in December. They were Jewish prisoners from across Europe, and they were moved into blocks 18 and 19, which were isolated from the rest of the camp by extra barbed wire fences. An SS Totenkopf unit guarded them around the clock. Kruger treated these prisoners differently from every other inmate in the camp. When he met them, he used the formal German word C instead of the demeaning do that Nazis normally used when speaking to Jews. He provided cigarettes, newspapers, extra food rations, and even a radio. The prisoners had a ping pong table, and they would play with the guards and among themselves. In the evenings they staged amateur theatricals, and Kruger provided musicians for the musical numbers. A prisoner named Oscar Stein ran the day-to-day operations. He had worked as an office manager and bookkeeper before the war, and he managed the schedules, the inventory, and the workflow. Stein kept the factory running with an efficiency that impressed the SS. This wasn't kindness. It amounted to productivity management inside a death camp. The prisoners knew that when the operation ended, they'd be murdered. Their skills were the only thing keeping them alive, and the better they worked, the longer they lived. Several survivors later reported that Kruger had interviewed them for their roles with politeness and good manners, but they never forgot that the same man who offered them cigarettes could order their execution the moment the printing stopped. The printing equipment arrived in December 1942, and 12,000 sheets of banknote paper began to arrive from Hanamula each month. Each sheet was large enough for four notes. Production of counterfeit notes started in January 1943, but it took a full year for output to reach the levels that Operation Andreas had achieved. Two 12-hour shifts kept the presses running nonstop, and around 140 prisoners worked in the factory. The operation peaked between mid-1943 and mid-1944. At its height, the six flatbed printing presses produced approximately 65,000 notes every month. The printed sheets were dried and cropped using a steel ruler, and the edges were roughened to imitate the decal finish of genuine British notes. The forgers worked in complete secrecy, and their product was transported out of the camp under armed guard. Every crate of counterfeit notes left Sachsenhausen with an escort of SS soldiers who didn't know what they were carrying. Printing perfect notes wasn't enough, though. New paper smells new, and crisp edges look suspicious. The Nazis created an aging line that might be the strangest assembly line in history. Between forty and fifty prisoners stood in two columns and passed the notes back and forth to accumulate dirt, sweat, and general wear. Some prisoners folded and refolded the notes until they softened and creased like money that had been carried in a pocket for months. Others pinned the corners to replicate how a bank clerk would collect bundles. Prisoners wrote British names and addresses on the reverse, the way some English notes carried casual markings from previous owners. They wrote numbers on the front to mimic how a bank teller would mark the value of a stack. The process took hours, and by the end the notes looked like they had been in circulation for years. The operation introduced four grades of note quality. Grade one ranked highest, reserved for neutral countries and Nazi spies who needed notes that would pass the closest inspection. Grade two went to collaborators and foreign agents who operated in less careful markets. Grade three was for notes that might still be dropped over Britain if the original plan ever returned. Grade four proved too flawed to use, and those notes were destroyed. The Nazi authorities were so pleased with the results that twelve prisoners, three of whom were Jewish, were awarded the War Merit Medal. Six of the guards received the War Merit Cross. The prisoners who forged millions of pounds in fake British currency received medals from the very government that had put them in the camp. The ceremony was held inside the factory, with SS officers in attendance. It was a level of absurdity that only a totalitarian system could produce, and the prisoners who accepted those medals knew exactly what they meant. Those medals meant nothing. The notes came out perfect, but perfect counterfeits are worthless unless someone can spend them. For that, the Nazis needed a salesman. They found one in Friedrich Schwend, a career smuggler and illegal currency operator who became the head of sales for Operation Bernhardt in 1943. Schwend ran the laundering operation from Schloss Labors, an SS facility in South Tyrol, and he understood black markets better than any banker. The size of his network astonished everyone. Schwend employed about 50 agents and sub-agents operating across Switzerland, Portugal, Spain, and Morocco. Agents exchanged the forged pounds for genuine Swiss francs, American dollars, and gold. The network worked so well that the fake money began to buy real things. Schwen took a personal commission of 30% on every transaction, which made him wealthy even by SS standards. He handled the business like a legitimate import-export operation, using front companies and fake invoices to disguise the source of the funds. The agents who distributed the notes never knew they came from a concentration camp. Some of the counterfeit notes were used to pay a Turkish agent named Eliesa Basna, who worked under the code name Cicero. Basna had obtained British secrets from the British ambassador in Ankara, and the Germans paid him in pounds that didn't technically exist. He accepted the money because it passed every test he applied. In another transaction, 100,000 pounds from Operation Bernhard funded intelligence that helped rescue Benito Mussolini from prison in the Grand Sasso Raid of September 1943. Counterfeit British currency had bought the freedom of an Axis dictator. The same notes that were aging in the hands of Jewish prisoners were buying real weapons, real information, and real military outcomes. Nobody knows the total output for certain. Estimates range from £132 million to £300 million. Some sources suggest the Nazis printed more fake British currency than the Bank of England had in circulation at the time. Whatever the exact figure, the scale staggers the imagination. If even a fraction of the lower estimate entered the economy, it would have been enough to distort prices, damage confidence, and force emergency measures. A factory inside a concentration camp had become one of the largest currency producers in Europe, and its product bought weapons, secrets, and loyalty across three continents. Yet the sheer volume of the operation also contained its flaw. Every secret has a weakness, and this one was mathematics. In 1943, a British bank in Tangier, Morocco received a five-pound note that looked completely genuine. The paper felt right, the engraving was sharp, and the watermark was visible under light. But when a clerk checked the serial number against the bank's records, he found it had already been recorded as paid. It was the first time anyone had definitively spotted a counterfeit from Operation Bernhard. The Bank of England hadn't sat idle. After hearing about the German plan through diplomatic channels, the bank had issued a blue emergency one-pound note with a thin metal security thread running through the paper. In 1943, the bank banned the import of pound notes for the duration of the war. It stopped producing new five-pound notes and warned the public to watch for counterfeit currency. But the warning came too late. Enough fake money had already entered the system through Schwen's network, and the damage was spreading. By early 1945, the war was turning against Germany, and the counterfeiting unit had to move. The prisoners and their equipment were transferred from Sachsenhausen to Mauthaus and Gusen in Austria. From there, they went to the Redelzip tunnels and finally to Ebensy concentration camp deep in the Austrian mountains. At Ebensy the SS guards received orders to execute the prisoners, but the order was worded in a way that allowed for an overly precise interpretation. The guards decided they needed a separate written confirmation before they could carry out the killings. While they waited for the paperwork, the American army arrived and liberated the camp. The forgers walked out alive because of a bureaucratic technicality. The same system that organized mass murder accidentally saved these men through a loophole in the wording. That counts among the strangest ironies of the war, and the survivors never forgot how close they had come. Much of the remaining output was dumped into Lake Toplitz and Lake Grundelsee in Austria, two deep lakes surrounded by mountains where the water is cold and dark even in summer. In 1959, a German magazine called Stern sponsored an expedition to search Lake Toplitz. Divers discovered wooden crates filled with counterfeit notes and counterfeiting equipment that had been sunk in the final days of the war. Enough counterfeit notes entered circulation that the Bank of England stopped releasing the old design entirely. The bank demonetized the white fiber. British currency underwent a complete redesign in the years that followed, and the new notes carried security features that the old ones had never needed. The currency you may be carrying in your pocket today exists partly because the Bank of England had to rebuild after Operation Bernhard. Allied forces captured Bernhard Kruger in 1946. He walked free after the war and spent the rest of his life working as a designer and interior decorator. He died in 1989, having never faced serious punishment for running a factory of slave laborers. The prisoners who survived wrote memoirs and gave testimony. Moritz Nachtstern published his story in a memoir called Counterfeiter. In 2007, a film called The Counterfeiters won the Academy Award for Best Foreign Language Film. The story has also shown up in books, documentaries, and exhibitions at the Bank of England Museum and the International Spy Museum, where one of the original printing plates is still on display. The paper in your wallet is only worth something because everyone agrees to believe in it. Operation Bernhard came closer to breaking that belief than nearly any other scheme in history. The next time you hold a banknote, remember that the largest counterfeiting operation ever built was hidden inside a concentration camp.
